Chapter 216 – One Storm After Another

Now that they were done with business, it was time to pull some connections.
Of course, Shi Lei knew that he was just an excuse. Whether it was Wang Hua’an or the other two from the Procuratorate, they were here to establish a good relationship with Wei Qing and Song Miaomiao, not to help him.
Besides, Shi Lei was not really interested in the things they talked about. This was mainly because he didn’t really understand it, with it being too foreign and different from what he was used to. “Excuse me, I’ll answer this…” Wang Hua’an took out his phone and frowned at the unknown number displayed on it.
Although he was just a chief at the Bureau, Wang Hua’an had two phone numbers. One was for work, which he only used during the eight hours of work he had and would switch off after he was done. The one that rang was his private number, which was turned on twenty-four seven to ensure that he remained contactable in case of an emergency at the Bureau. It was also used for his personal connections. Normally, there were barely any advertisements, let alone an unknown number.
Wang Hua’an hesitated before hanging up. An unknown number implied that it was not from the Bureau, so it was most likely that someone trying to pull some strings. Normally, he would not mind picking up this kind of call, but he did not want to pick up in front of Song Miaomiao and Wei Qing.
However, the phone rang again the moment he put it down.
Wang Hua’an was about to decline again when Song Miaomiao put down her wet towel and said indifferently, “You should answer it. That would stop it from ringing over and over again.”
Wang Hua’an quickly stood up and said to Song Miaomiao, “Excuse me, Miss Song. I’ll step out for a moment. This person is rather persistent.” After he left the room, he picked up. His voice was inevitably filled with annoyance. “Who are you?”
The person sounded rather polite. “Hello, Chief Wang. I am—”
“I don’t care who you are. What I am interested in is how you got my number. Can’t you take a hint? I rejected your first call, so it means I am busy right now.”
“Haha, as expected. Chief Wang is a busy man. I am the assistant general manager of Shanghai’s Kaixuan Group, Yang Ruicai. Your city’s Da Hua Electronics is a subordinate business under our company.” He remained composed and was not displeased at Wang Hua’an’s tone. He was polite, but did not grovel before him.
Wang Hua’an was dumbfound but immediately understood. Qin Huaiyuan was the general manager of Da Hua Electronics and could barely count as one of the top managements in Kaixuan Group. His sudden arrest implied that he would be prosecuted under judicial authority. The top management of Kaixuan had to be alerted of this major issue.
Yang Ruicai mentioned that he was the assistant general manager, not the general manager’s assistant. The sequence of these three words differed only slightly, but the meaning was light years apart. The general manager’s assistant was equivalent to a secretary whereas the assistant general manager was a position at the level of the vice president. This position was rarely given any specific work. They mainly assisted the general manager, or even the chairman, and helped them coordinate and manage the entire group. Their ranking amongst the vice president leveled executives was somewhere near the bottom, but in reality, the other positions could not be compared to the position of an assistant general manager. This position suggested that they were either the spokesman for the general manager or had the capability to contend against him.
Kaixuan Group was a large enterprise with a market value of over ten billion. It wouldn’t be good for Wang Hua’an to keep his distance from him.
“Ah, so it’s Manager Yang. Haha, I thought one of my annoying relatives leaked my private number to others again.” Wang Hua’an had a hidden meaning behind his words. Although he had loosened up a bit, he still expressed his irritation.
Yang Ruicai did not mind. He was going to ask the other for a favor, so he didn’t have a choice.
“I got your number from Secretary Yang of the Municipal Party Committee. He is my distant cousin. Excuse me for being presumptuous and giving you a call so suddenly.”
“It’s nothing, Manager Yang. Let’s cut to the chase. I am hosting some guests here.” Wang Hua’an was feeling even more annoyed. Yang Ruicai was trying to put pressure on him with his so-called “distant cousin,” but Secretary Yang was only the secretary of the vice mayor. Wang Hua’an would have taken this a bit more seriously if he was the secretary of the mayor or some executive in personnel control.
“If that is the case, then I won’t beat around the bush. We were informed that our affiliated executive Qin Huaiyuan was arrested by your Bureau. Wang Hua’an chuckled. Offering one million yuan and a house? It wasn’t right because Qin Huaiyuan was the one who had stirred things up. The standard procedure was to wait until the deed was issued before collecting a fee for land use. And the house belonged to Shi Zhongping in the first place.
For a normal employee, one million was an amount that he might not be able to earn in his entire lifetime. If it was someone else, they would definitely think that it was enough. Of course, the price of this was to stop going after Qin Huaiyuan, and even to release those security guards from Da Hua Electronics.
However, this was something that could no longer be settled this way.
“Haha, Manager Yang, I actually heard about Qin Huaiyuan’s case, but it was handled by the police station and the subbureau. I have a lot to deal with every day and I really can’t attend to this. I am afraid you found the wrong person.”
Yang Ruicai was holding the phone as he stood in front of a floor-to-ceiling window and gazed out at the few cars in the parking lot. The executives were having an overtime meeting because of Qin Huaiyuan. If it wasn’t for this matter, he would be having candlelit dinner with Little Mi. Despite being furious, he had no choice but to comply.
Now that he heard Wang Hua’an speaking to him with an official tone, Yang Ruicai was extremely irritated and thought: You’re only a chief at some low level. You might not even be promoted for the rest of your life, and yet you dare speak to me like this?

Wang Hua’an smiled coldly and thought: Are you threatening me? If I refuse, are you going to bring this issue over to your so-called “distant cousin”? Are you going to let the city pressure me because of your investment? Others might really stab me in the back on this matter, but…Hmph, you really have no idea whose tail Qin Huaiyuan has stepped on.
“You should contact the Bureau of Commerce with regard to investments. Manager Yang, you called the wrong person. Let’s end it here. I really can’t help you. I still have matters to attend to, so goodbye.” With that said, Wang Hua’an immediately hung up.
